Tutkielmassa tarkastellaan Finnvera Oyj:n rahoitustoimintaa perustuslain 124 §:ssä säädettyjen oikeudellisten edellytysten ja perustuslakivaliokunnan tulkintakäytännön näkökulmasta. Tutkimuksen kohteena on valtion kokonaan omistama erityisrahoitusyhtiö, jonka toimintaa koskeva lainsäädäntö uudistettiin kokonaisuudessaan 1.1.2026 voimaan tulleella valtion erityisrahoitustoiminnasta ja sen järjestämisestä annetulla lailla (1458/2025).&#13;
&#13;
Tutkielmassa vastataan kahteen kysymykseen. Ensinnäkin tarkastellaan, miten perustuslain 124 §:ssä säädetyt edellytykset toteutuvat Finnveran kaltaisessa erityisrahoitusyhtiössä ja mitä oikeudellisia haasteita arviointiin liittyy. Toiseksi arvioidaan, mikä on perustuslakivaliokunnan rooli julkisten hallintotehtävien arvioinnissa ja millaiseksi perustuslakivaliokunnan tulkintakäytäntö on muodostunut Finnveran julkisten hallintotehtävien osalta.&#13;
&#13;
Tutkielma on toteutettu lainopillisena tutkimuksena, ja se sijoittuu hallinto-oikeuden ja valtiosääntöoikeuden rajapintaan. Aineistona on hyödynnetty lainsäädäntöä, lainvalmisteluaineistoa, perustuslakivaliokunnan lausuntokäytäntöä, asiantuntijalausuntoja sekä oikeuskirjallisuutta.&#13;
&#13;
Perustuslain 124 §:n mukaan julkinen hallintotehtävä voidaan antaa muulle kuin viranomaiselle vain lailla tai lain nojalla, jos se on tarpeen tehtävän tarkoituksenmukaiseksi hoitamiseksi eikä vaaranna perusoikeuksia, oikeusturvaa tai muita hyvän hallinnon vaatimuksia. Merkittävää julkisen vallan käyttöä sisältäviä tehtäviä voidaan kuitenkin antaa vain viranomaiselle. Tutkimustulosten perusteella PL 124 §:n mukaiset edellytykset näyttävät täyttyvän Finnveran osalta muodollisten ja menettelyllisten edellytysten näkökulmasta.&#13;
&#13;
Perustuslakivaliokunta on pitänyt Finnveran vientitakuiden myöntämistä ja hoitamista julkisena hallintotehtävänä vuodesta 2001 lähtien. Kokonaislainsäädäntöuudistuksen hallituksen esityksessä Finnveran rahoitustoimintaa arvioitiin kuitenkin julkisen hallintotehtävän näkökulmasta perustuslakivaliokunnan lausuntoa laajemmin. Finnveran toiminnan oikeudellinen arviointi ei palaudu yksinomaan kysymykseen julkisen hallintotehtävän antamisesta muulle kuin viranomaiselle, vaan liittyy laajemmin myös valtiontaloudellisiin vastuisiin, valtiontakuurahaston asemaan sekä eduskunnan budjettivallan ja parlamentaarisen kontrollin toteutumiseen.

<title>What the Stage Teaches the Studio: Theatre-Based Training and its Transfer into Service Design Practice</title>

Theatre and improvisation have spent over a century developing systematic approaches to presence, narrative, empathy, and collaborative sense-making under uncertainty. These are the same capacities that service design demands of its practitioners, and that conventional design training struggles to cultivate. Despite structural parallels identified in the literature, no empirical study has examined how service design practitioners specifically experience theatre-based training, or whether and how it transfers into their professional practice.&#13;
&#13;
This study addresses that gap through a practice-led qualitative case study organised around a two-day Storytelling in Service Design workshop, conducted in December 2024 with fourteen first-year students of an Erasmus Mundus joint master's programme. Data was collected across four phases: a pre-workshop survey, facilitator field notes, a post-workshop survey, and six in-depth follow-up interviews conducted approximately three months after the workshop. Analysis followed Braun and Clarke's (2006) thematic analysis framework.&#13;
&#13;
The findings identify six themes. Embodied activity was the primary entry point to learning. A group storytelling exercise restructured the social conditions of the room and enabled everything that followed. Two narrative frameworks transferred with durability into professional practice, in both cases because they arrived after embodied encounter rather than before it. Most significantly, several participants independently generated narrative tools from internalised storytelling principles rather than applying what they had been taught, a form of cognitive reorientation that represents the study's deepest evidence of transfer. Shared vulnerability was the mechanism of learning rather than an obstacle to it. Transfer was real but uneven, shaped by timing, design gaps, and the absence of sustained practice opportunities.&#13;
&#13;
The study makes three contributions. It provides the first empirical account of service design practitioners experiencing theatre-based training. It offers a differentiated transfer typology distinguishing direct application, indirect orientation shift, and structural constraint. And it generates actionable design insights for future workshop practice, including the primacy of practice-before-theory sequencing and the register mismatch between embodied and meditative learning modes. The study's scope is bounded by its single-workshop, single-cohort design, and its findings are offered as a carefully evidenced opening of terrain rather than a claim to generalisability.

Taidelähtöiset menetelmät ovat joukko laadullisen tutkimuksen työtapoja, jotka voivat tuoda havaittavaksi vakiintuneita rooleja ja toimintamalleja ja antaa kouluympäristössä arvokasta tietoa oppilaiden välisistä suhteista ja ryhmän sisäisistä hierarkioista.   &#13;

Pro gradu –tutkielmani tarkastelee taidelähtöisen toimintatutkimuksen keinoin yläkouluryhmän dynamiikkaa ja sosiaalisia suhteita.  Aineistonani on ryhmässä tehdyt sosiogrammit, taideinterventioissa syntyneet sanalliset ja kuvalliset ilmaisut ja tutkimukseen osallistuneiden kanssa käydyt keskustelut sekä strukturoimattoman havainnoinnin tuottama informaatio. Tulkitsen aineistoa hermeneuttisen tutkimusperinteen ja narratiivisen analyysin kautta. Tutkittavien omat tulkinnat ja ilmaisut ovat merkityksellisiä tutkielmani kannalta. &#13;
&#13;
Halusin ymmärtää ryhmässä esiin tulleita sosiaalisia ilmiöitä syvällisesti ja osallistin oppilaita analyysivaiheessa kysymällä heidän ajatuksiaan tekemistäni tulkinnoista. Tutkielmaa tehdessäni havaitsin, että aikuisten työskentelytavoilla on merkitystä ryhmän yhteisöllisyyden ja ryhmäytymisen näkökulmasta. Pohdin taidelähtöisten menetelmien mahdollisuuksia yhteisöllisyyden luomisessa, ryhmähengen kasvattamisessa ja kasvamisessa omaksi itseksi ja osana omaa yhteisöä.  &#13;
&#13;
Tutkielmani osoitti, että taidelähtöiset menetelmät toimivat ryhmädynamiikan kartoittamisessa. Oppilaat avautuivat yhteisten teosten äärellä toisilleen ja toimintaa ohjaaville aikuisille kokemuksistaan, ajatuksistaan ja tulkinnoistaan enemmän kuin muissa arkisissa kohtaamisissa. Tutkielmani osoitti myös, että projektityöskentelyn tulee olla selkeästi jäsenneltyä ja siinä tulee olla kaikille selkeä tavoite, vaikka toiminnan annettaisiin rakentua orgaanisesti ryhmän tarpeita kuunnellen.

AI displacement is often understood as job loss. This thesis examines what happens before or without formal job loss, when people begin to lose the meaning, recognition, and professional identity they draw from work. It asks whether ecological care work could help restore what income replacement alone cannot.&#13;
&#13;
Using Research through Design, the study combined netnographic analysis of 202 firsthand accounts with interviews, surveys, precedent analysis, design probes, and service blueprinting. It compared 342 instances of ecological work required by Helsinki policies with labour-market data, national skills forecasts, and vocational qualifications.&#13;
&#13;
In the netnographic dataset, only 15% of accounts described job loss. The rest described quieter erosion while employed, freelancing, or seeking work. The thesis calls this broader pattern quiet displacement and identifies nine co-occurring conditions. The most common condition, hollowing out, describes the erosion of meaningful work inside a continuing role.&#13;
&#13;
The policy-to-labour comparison exposed gaps in workforce planning and qualifications. The largest cluster comprised restoration, planting, invasive species control, and habitat management, yet neither of Finland’s two nature-based services qualifications covered this work. These findings shaped the Finnish Climate Corps, a speculative cohort programme combining ecological care work with peer support, reflection, training, and competence recognition. It was designed to fit within existing employment services and could operate without new legislation. The next steps are co-design with affected workers and piloting.&#13;
&#13;
The thesis contributes a vocabulary for quiet displacement, a way to test whether policy commitments have a workforce behind them, and a service concept for dignified transition.
